Agencies purchase hundreds of millions of dollars of Commercial Off The Shelf (COTS) technology products as well as tools and website development each year and often do not realize the full benefit either through limitations of the software or the inability to fully integrate it into the organization. Software is intended to help agencies be more efficient and effective but often the design and execution process is flawed.
COE helps agencies get the most of their applications by working with them to clearly articulate objectives, develop the optimal business case and specify requirements. We design and configure software based on clearly understood business objectives to maximize effectiveness using an agile methodology to measure progress against requirements. We also design and implement change management programs, governance systems, and change control processes.
