Paul Eder

Director

Dr. Paul Eder serves as a Director for COE, with over 19 years of experience leading and managing projects focused on developing, analyzing and implementing process improvement, cost savings, and data strategies for Federal government and private sector organizations (including Fortune 100). Paul is an expert in business process improvement, change management, organizational effectiveness assessment, strategic planning, workforce planning, and data innovation (especially the DATA Act).

Paul is an author of a top-selling motivational book (FIRESTARTERS: How Innovators, Instigators, and Initiators Can Inspire You to Ignite Your Own Life) and several articles on improving Federal government organizations. His projects have resulted in government-wide recognition as exemplars in data integration and strategic human capital practices. He also led an organizational evaluation and re-structuring effort that guided a security organization to achieve its strategic metric targets for the first time in its history.

Prior to joining COE, Paul conducted large scale research projects on organizational motivation, creativity, and workplace culture. Paul has a Doctoral and a Master’s degree in Social Psychology from University of Delaware and a Bachelor’s degree in Psychology From Loyola University Maryland. Paul is a certified Project Management Professional (PMP), a Lean Six Sigma Black Belt, and a Kirkpatrick training evaluator.
