Washington (June 21, 2019) – This week, The Center for Organizational Excellence Inc. (COE) hosted Rebecca Hunter to discuss human resources innovation at a series of Civil Service Reform events presented throughout Washington to establish actionable solutions across the federal government, transforming how it does business.
“This has been studied to death. It’s time to now model it and get something done,” said Steve Goodrich, COE’s President and Chief Executive Officer and the events’ moderator.
Hunter, the former Commissioner of Human Resources for the Governor Bill Haslam of Tennessee, spoke on her work implementing the Tennessee Excellence, Accountability and Management (TEAM) Act and how it reformed Tennessee’s human resources capabilities.
For Hunter, much of the TEAM Act’s success relies on a mentality of continuous improvement and building strong relationships with stakeholders at every level of implementation.
“You have to have champions to help you do what you want to do. You have to collaborate,” she said.
The TEAM Act focuses on recruiting and hiring, performance management, employee appeals, workforce reduction and learning and development — all while maintaining focus on the customer: Tennessee state employees.
“My goal is to create an environment where people are excited and thrive,” Hunter said.
Attendees were interested in how Hunter moved the bill forward, the impact of employee associations and unions, and ongoing efforts to track metrics through data. Hunter encouraged the group to focus on changes that will have an immediate impact and develop employees. Once agencies gain momentum, then they can work toward achieving larger goals requiring legislation.
Goodrich emphasized that Hunter’s efforts in Tennessee serve as a tremendous investment in developing employees, something the federal government should learn from and adopt.
“We need to dramatically change our thinking about what civil service can be,” he said.
