The Center for Organizational Excellence, Inc. (COE) today announced its partnership with IBM to implement a Human Resources Line of Business Solution (HRLOB) for the Department of Veteran’s Affairs (VA). COE’s extensive expertise with the Office of Personnel Management’s (OPM) Enterprise Human Resources Integration (EHRI) system will be a vital component of VA’s overall solution. As a subcontractor to IBM, COE will help facilitate VA’s conversion of HR data, currently on a 50-year-old mainframe, to a streamlined, updated PeopleSoft solution.
“COE will play a critical role in VA’s human resources data conversion by ensuring that it meets EHRI standards,” said Lyn McGee, COE’s vice president of strategic development. “We look forward to working with IBM to improve the strategic management of human capital within VA through an improved and efficient system.”
VA’s new PeopleSoft solution will include personnel action processing, benefits management, compensation management, organization and position management, and manager and employee self-service. While IBM offers mandatory core functions for Personnel Action Processing, Benefits Management Services and all non-core Share Service Center functions, COE will be responsible for drafting, testing and implementing the system to EHRI standards.
Together the VA HRLOB team will help the agency achieve overarching goals of improving strategic management of human capital, operational efficiencies, customer service and cost savings/avoidance from HR solution activities.
